The van was located inside an apartment complex parking lot, and Madison
police officers watched many people come and go.
"I observed what appeared to be many transactions being made," said one of
the officers.
"Ain't nothing in this van but candy," the driver of the van told the
officer. "Yea I sell candy."
The van was full of snacks, candies and drinks, as well as hundreds
of dollars and a state-issued sales permit for his business: Candy Store on
Wheels.
However, police also found nine bags of a "chunky, off-white substance" in
the van, which tested positive for crack cocaine.
Patrick Jackson was arrested for Possession of Cocaine, and cited for
Trespass and traffic violations. Morris Pleasant was arrested for Possession
with Intent to Deliver Cocaine, and cited for Trespass.
